  2. depends on test if the baby has adequate blood they may want to draw from baby the cord blood is also rich in stem cells and has therapeutic value
  3. yes its quite expensive, they store the babies cord blood as it is rich in stem cells and can be used to treat some illness in later life although only a small volume of blood can be collected and this is only enough to treat a small child with a serious illness also stem cell research is still in its infancy, the only blood test i could see where you could use cord blood would be a paternity test or something as if you are testing blood its usually to determine illness and that wouldn't be present in the cord blood unless the illness was present inutero. but if its for paternity testing you don't need blood you can swab the inside of the mouth to collect DNA
