umbilical cord cutting?

i understand the process of cutting an umbilical cord and the controversies regarding when and if to cut it immediately after birth... however, i keep reading different opinions as to how close the actual cutting should be to the babies belly along the umbilical cord... one opinion recommended 5 inches away from the baby and another advised one inch... any medics out there want to comment?
